Transportation departments (bureaus and commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps:


In order to conscientiously implement the newly revised Regulations on the Technical Administration of Road Transport Vehicles (Order No. 3 of 2023 of the Ministry of Transport, hereinafter referred to as the "Provisions") and further improve the technical management level of road transport vehicles, with the consent of the Ministry of Transport, the relevant matters are hereby notified as follows:


1. Strictly carry out technical audits of road transport vehicles


Local transportation departments should strictly implement the responsibility for road transport vehicle compliance verification, organize the actual vehicle verification of buses, passenger cars, trucks, tractor vehicles and trailers that apply to engage in road transport operations in accordance with the provisions of the "Specifications for the Verification of Road Transport Vehicles Reaching Standards", truthfully fill in the road transport vehicle verification record form, and strictly control the safety and energy-saving related configuration parameters of vehicles newly entering the road transport market, as well as the information of vehicle technical level and bus type level, to ensure that the performance of the vehicle meets the Provisions Relevant technical requirements. Road transport certificates shall not be issued to vehicles that do not meet the technical requirements of the Provisions. When issuing a road transport certificate to a trailer, it shall also be checked whether the trailer has a valid driving certificate.


2. Standardize the technical management of the use of road transport vehicles


Local transportation departments should urge road transport operators to further improve the vehicle technical management system, increase personnel and technical investment, refine management requirements, and conscientiously do a good job in vehicle maintenance and repair, inspection and testing, and annual inspection.


(1) Strengthen vehicle maintenance and repair. Road transport operators should be urged to scientifically and reasonably determine maintenance items and maintenance cycles according to the vehicle maintenance technical information disclosed by automobile manufacturers, vehicle operating conditions and standards such as "Technical Specifications for Automobile Maintenance, Testing and Diagnosis" (GB/T 18344), and strictly implement vehicle routine maintenance, primary maintenance and secondary maintenance. Road transport operators with the ability to carry out secondary maintenance of their own vehicles with the ability to carry out secondary maintenance of their own vehicles; If they do not have the ability, they shall entrust a vehicle maintenance operator of Category II or above to carry out secondary maintenance of the vehicle; Vehicles that need to be repaired shall be repaired at enterprises that have the corresponding maintenance conditions, especially dangerous goods vehicles should be repaired at enterprises that have the conditions for the maintenance of dangerous goods vehicles.


(2) Strict vehicle inspection and testing. It is necessary to urge road transport operators to regularly carry out road transport vehicle inspection and testing and technical grade assessment in strict accordance with the prescribed cycle and frequency. The inspection, testing and technical rating of passenger cars and dangerous goods vehicles shall be entrusted to the motor vehicle inspection and testing agency in the place where the vehicle is registered. It is necessary to make good use of social supervision and other means to urge motor vehicle inspection and testing institutions to timely, accurately and completely upload inspection and testing data and reports to the road transport vehicle inspection and testing information system, so as to provide support for operators to handle the annual vehicle inspection business online. Institutions that fail to truthfully carry out inspection and testing must not accept the inspection and testing reports issued by them and report them to their competent departments for handling.


(3) Optimize the annual inspection of vehicles. It is necessary to include the technical level of the vehicle and the type of bus into the annual inspection content of road transport vehicles, and on the basis of strictly implementing the motor vehicle inspection and testing system, seriously do a good job in the verification of the type level of the passenger car in use, focusing on checking the configuration parameters that have the risk of change during use, such as the emergency hammer, emergency window, passenger door emergency control device, the number of seats, and the car seat belt, to ensure that the requirements of the corresponding type level are met.


3. Strict management of the withdrawal of road transport vehicles


Local transportation departments should strictly implement the mandatory scrapping standards for motor vehicles and strengthen the management of road transport vehicle withdrawal. For those who meet the provisions of the compulsory scrapping standards for motor vehicles, they should urge road transport operators to go through the cancellation procedures for road transport certificates in a timely manner. For the use of scrapped, unauthorized modification, assembly, inspection and testing unqualified vehicles and other vehicles that do not conform to the provisions of the State to engage in road transport business activities, and the technical condition of road transport vehicles does not meet the relevant technical requirements of the Provisions, the operators should be urged to make timely corrections, dispose of them in accordance with laws and regulations, and include the rectification situation in the quality credit assessment and credit management of road transport enterprises.


4. Further improve the technical management service level of road transport vehicles


Local transportation departments should strengthen the construction of information technology for road transport vehicle compliance management, optimize the actual vehicle verification process, and further improve the efficiency of road transport vehicle verification and service quality. It is necessary to guide road freight operators to select inspection and testing institutions that have obtained the qualification certificate of the market supervision department and have corresponding inspection and testing capabilities nationwide to carry out "off-site testing" of road ordinary freight vehicles without going through entrusted procedures or certificates. It is necessary to fully implement the "cross-provincial universal handling" of the online annual review of road ordinary freight vehicles, and encourage road freight operators to handle the annual review of vehicles through the Internet road transport convenient civil affairs service system. It is necessary to rely on the road transport administration management information system to establish and improve road transport vehicle management files, update the content of the files in a timely manner, realize the online sharing of vehicle management file information, and lay the foundation for road transport operators to handle vehicle transfer and transfer and other businesses.


5. Make every effort to do a good job in organizing the implementation of the Provisions


Local transportation departments should attach great importance to, meticulously organize, and make overall plans for the implementation and organization of the Provisions. It is necessary to combine local conditions and carry out multi-channel and multi-form publicity activities for different objects such as industry management departments, road transport operators, and motor vehicle inspection and testing institutions through a combination of online and offline methods, educate and guide relevant personnel to fully and accurately grasp the content and implementation requirements of the Provisions, and do a good job in vehicle technical management in accordance with laws and regulations. It is necessary to comprehensively use supervision and inspection, credit management and other means, in accordance with duties and powers and legal procedures, strengthen supervision and inspection, supervision and guidance, ensure that the technical condition of road transport vehicles is good, and provide a solid guarantee for promoting the safe development and green development of the road transport industry.
